To import or manufacture a hazardous substance for release by rapid assessment, an application needs to be sent to ERMA New Zealand. An application of this type must meet either one of the two criteria below (there are separate forms for each of these criteria):
- its hazardous properties must meet the criteria for low hazard (HS-02-1), OR
- it must have a similar composition and similar hazardous properties to a substance that already has a HSNO approval (HS-02-2).
Rapid assessment of substances containing new hazardous components
Before an application can proceed via the "low hazard" rapid assessment route, ERMA New Zealand needs to be satisfied that the substance concerned meets the criteria for such an application. If the substance contains a hazardous component new to New Zealand (such as a new pesticide active ingredient) this will involve a review of all the chemistry, toxicological, ecotoxicological and environmental fate information available on the component. Prospective applicants are advised that this review may take up to six weeks. However, the review may be completed in less time if an assessment is available from other regulatory agencies, such as the US EPA.
