What is a Test Certificate?
A Test Certificate is a document issued by a Test Certifier confirming that you are compliant with the requirements of the HSNO Act.
The most common test certificate types are for a site (Location), for an individual (Approved Handler or Approved Filler) or for a tank (Stationary Container System Test Certificate).

What is a Controlled Substance Licence?
Under the Hazardous Substances and New Organisms (HSNO) Act, certain Vertebrate Toxic Agents, Fumigants and Explosives can only be possessed by people who have a Controlled Substances licence. This licence ensures that high risk substances are only possessed by fit and proper persons, much like a firearms licence does.
