The importation, manufacture and use of Explosives are now regulated under the Hazardous Substances and New Organisms (HSNO) Act 1996.
Information on classification and controls of explosives
The Hazardous Substance (Fireworks, Safety Ammunition, and other Explosive Transfer) Regulations 2003 and the Hazardous Substances (Classes 1-5 Controls) Regulations 2001 are available through the regulations section of the New Zealand Public Access to Legislation website.
