Under the HSNO Act persons can apply to ERMA New Zealand for approval as a test certifier to issue test certificates as required under the regulations.
Applicants seeking approval as a test certifier must be able to demonstrate competence in a range of matters, including the regulatory framework of the HSNO Act as it applies to the substances they will deal with. Further information is provided in the

One means of demonstrating such competence is to supply a written record from a person who has trained or assessed the applicant (see the Annexes to the Application Form).

Once a test certifier is approved by the Authority they will be expected to comply with performance standards.
Test Certifier Performance Standards
Test certifier performance standards are a series being produced by ERMA New Zealand to assist test certifiers in their certification work. ERMA New Zealand expects all test certifiers to adhere to the information given in the standard. The performance of test certifiers will be audited against these standards, as will any complaint made against a test certifier.
The standards are not intended to be a comprehensive review of the relevant regulations. They cover those items subject to test certification. If in doubt, refer to the appropriate regulations or site and storage document.
