Permissions Required for Vertebrate Toxic Agents

Section 77A of the Hazardous Substances and New Organisms Act 1996 (HSNO) allows for the Environmental Risk Management Authority (the 'Authority') to place an obligation on a user to obtain a 'Permission' (permit) before a particular use of a hazardous substance.

If you are undertaking pest control operations that require the use of certain vertebrate toxic agents (VTAs), you may need a permission from the Department of Conservation (DOC) and/or the Public Health Unit (PHU) of the local District Health Board.  An Information Sheet is available here.

Prior to applying for a permission from a PHU, you will need to make an application on the approved application form. A copy of this form is available here [word - 211kb].

You will need a permission from the Department of Conservation (DoC) to use any VTA on land administered or managed by DoC. To obtain this Permission, contact your local Department of Conservation office.

If you are not sure whether your product requires permission, type the substance name into our substances register and check the controls.
