Release a new organism with controls

An application to release with controls must be made to the Environmental Risk Management Authority (ERMA New Zealand). This approval will allow the release of a new organism (including genetically modified organisms) into the environment but with restrictions.

A release with controls can apply to conventional new organisms (plants, animals and micro-organisms) as well as to GMOs. It can also cover a wide range of circumstances including a scientific trial (which is much like a field test) at one end of the range, through to a full commercial release at the other.

Release a new organism with controls by rapid assessment

If there are no known risks associated with releasing the new organism, and it is not a genetically modified organism, you may be able to apply to release a new organism with controls by rapid assessment. The process does not include public consultation and is therefore quicker than the standard process. To qualify, the new organism:

  • Must not be genetically modified.
  • Must not displace or reduce a valued species.
  • Must not cause deterioration of natural habitats.
  • Must not be a disease-causing or be a vector for human, plant or animal disease.
  • Must not have any adverse effects on human health and safety or the environment.

Any organism that is given approval to be released with controls remains a new organism under the HSNO Act. MAF will monitor compliance with the controls imposed by ERMA New Zealand and will take appropriate enforcement action when needed.
