Special provisions apply for the import or release of a new organism for use in an emergency.
The application to ERMA New Zealand is processed in the usual way (ie for a standard release), but the focus of the consideration and the controls is on its use in the emergency situation.
An emergency in this context means a foreseeable event. An example would be a live vaccine to combat a disease outbreak.
